“Following the failed Turkish coup, U.S. military operations out of Turkey’s giant Incirlik Air Base – critical in the ongoing campaign against ISIS – came to a halt Saturday afternoon as the Turkish military closed the airspace around the base and suspended all US-led operations, mostly targeting the Islamic State.

Some have speculated that the airbase may be held “hostage” by Ankara as a bargaining chip ahead of demands for the extradition of Erdogan’s arch enemy, Fethullah Gulen, currently a resident of the state of Pennsylvania.

As a reminder, Germany’s Deutsche Welle recently estimated that Incirlik’s vaults currently held 50 B61 nuclear bombs.”

Turkey Cuts Power to Incirlik Air Base, Suspends Military Flights

Power to the huge U.S. airbase at Incirlik in southeastern Turkey was cut off Saturday and flight operations against ISIS were shut down in the aftermath of the failed military coup.

The U.S. military was still seeking a full accounting of all personnel and dependents in Turkey, Pentagon Press Secretary Peter Cook said in a statement.

“All indications at this time are that everyone is safe and secure,” he said. “We will continue to take the necessary steps to ensure the safety and security of our service members, our civilians, their families and our facilities.”

Cook said the Turkish government “has closed its airspace to military aircraft and, as a result, air operations at Incirlik Air Base have been halted at this time.”

There was no indication when flights against the Islamic State of Iraq and Syria, or ISIS, would resume.

Cook said U.S. Central Command was making adjustments with aircraft operating out of other regional bases “to minimize any effects on the campaign.”

In addition, commercial power to the base where about 2,000 mostly Air Force personnel are stationed was cut off but the base was able to function on internal power, he said.

The statement contrasted with the initial reports from defense officials Friday night as the coup was underway. At the time they said Incirlik was not affected and flight operations were continuing.

U.S. European Command, which has responsibility for Turkey, evacuated about 600 of the estimated 700 military families who resided at Incirlik following the terror attacks on the Brussels airport and Metro in March. However, a defense official told Military.com Friday night that about 100 dependents were still in Turkey.

NATO ally Turkey was rocked Friday by clashes between the coup militants and forces loyal to the government of President Recep Tayyin Erdogan that left at least 265 dead and 1,440 wounded, according to Prime Minister Binali Yildirim. At a news conference Saturday in Ankara, the capital, Yildirim called the failed coup “a stain on the history of democracy.”

“Donald Trump’s vice presidential nominee, Indiana Gov. Mike Pence (R), praised Hillary Clinton for her handling of the chaos in Libya during the early days of civil unrest there and encouraged the Obama administration to take aggressive action in the country.

The comments, which came during a House Foreign Affairs Committee hearing in March 2011, put Pence at odds with the man with whom he now shares a ticket. Though Trump initially called for the U.S. to help Libyan rebels oust the country’s long-ruling dictator, Muammar Gaddafi, he has since reversed course. During the campaign, he harshly criticized the invasion of Libya and the role that Clinton, as secretary of state, specifically played in it.

“Her invasion of Libya handed the country over to ISIS, the barbarians,” he said in a recent speech.

During the March 2011 hearing, Pence, then a congressman, offered Clinton pro forma niceties for her role during the Libya crisis. But he also went on to “encourage and urge the administration to stand with” the rebels, and called for “a coordinated international response, including a no-fly zone.” He added, emphatically, “Gaddafi must go.”

“I’m grateful to hear the secretary of state and the administration take that position unambiguously,” Pence said.

Like other members of Congress, Pence’s enthusiasm for involvement in Libya waned over time. Later in March he told a local radio station that he certainly supported “the decision to enforce a no-fly zone with the wanton slaughter of civilians that was taking place at the hands of Muammar Gaddafi.” But at a town hall meeting captured by an attendee and posted on YouTube, he appeared ambivalent, wondering “who exactly it is that we are helping.”

“What are their intentions?” Pence said. “What is their vision for Libya?”

As time went on, and the public began turning further against intervention in Libya, Pence soured on the mission. In late June, the House considered a resolution to authorize the use of U.S. armed forces in support of NATO in Libya (though the White House had concluded it didn’t need any authorization). Pence voted ‘no,’ but with enough caveats to make clear that he wasn’t opposed to intervention itself, just the vagueness of Obama’s proposal.”

Attempted coup in Turkey carried live on social media despite internet blockages

“The attempted military coup in Turkey exploded across social media late on Friday despite restricted access to Twitter, Facebook and YouTube during the first hours of the putsch.

Immediately after the coup attempt began, two groups that monitor internet shutdowns reported that it was difficult or impossible to access social media services. Twitter said it suspected an “intentional slowing” of its traffic.

YouTube said it was aware of reports that its site was down in Turkey although it was not experiencing any apparent technical difficulties, indicating that an order to restrict access came from within Turkey.

But later in the evening it appeared that service had been restored.

Turkish President Tayyip Erdogan, an avowed enemy of social media who has frequently made Twitter and Facebook a target, addressed the country via a FaceTime video call that was shown on TV.

He also tweeted: “I call our nation to the airports and the squares to take ownership of our democracy and our national will” and retweeted posts from the prime minister and the official presidency account condemning the coup.

At the same time, both supporters and opponents of the coup inundated social networks with commentary and images, many of them live videos.

A map showing all Facebook Live videos showed dozens of live streams coming out of Turkey, including videos of hundreds of people gathered out on the streets. On Twitter, users shared images and videos of scenes in Istanbul and Ankara, with gunshots heard in the background of some videos.

Turkey’s military said on Friday it had seized power, but the prime minister said the attempted coup would be put down.

During the initial phases of the coup attempt, it was difficult or impossible to access social media for many users except by using a “virtual private network” to bypass local internet providers, local residents and monitoring groups said.

Data from CloudFlare, which provides internet traffic and security services to websites, showed a 50 percent drop in internet traffic coming out of Turkey, the company’s chief executive, Matthew Prince, said on Twitter.

Turkey has throttled social media at least three times this year, said Access Now, a digital rights advocacy group.”

“At least 84 people were killed Thursday night when a truck careened through crowds of people celebrating Bastille Day in the southern French city of Nice. French President François Hollande has said the attack, which also left dozens of people injured, including 18 in critical condition, was likely an act of terrorism.

What happened

According to eyewitness accounts, bodies were sent flying into the air as the heavy-duty white transport vehicle hit them on the Promenade des Anglais at about 10:30 p.m. local time, where people had gathered to watch fireworks by the Nice seafront. Videos taken by bystanders show the truck zigzagging as the driver apparently sought to hit as many people as possible as he drove along more than a mile of crowded road. Images from the scene show bodies sprawled along stretches of road.

The driver reportedly also opened fire on the crowd, and was killed in a shootout with police. Authorities have also said the truck was loaded with explosives and “heavy weapons.” Photographs show the windshield of the truck riddled with bullet holes after it was brought to a halt.

The assailant

Details have begun to emerge in local media about the possible identity of the driver, reportedly after an identification document was discovered in the truck. Reuters cited a police source identifying the attacker as a 31-year-old Tunisian-born Frenchman, who was known to the police for common crimes but was not on the radar of intelligence agencies. It is not yet known whether the attacker had any accomplices.

Terrorist link suspected

Officials were quick to say they suspected a terrorist attack had taken place. The Paris prosecutor’s office has opened an investigation into “murder, attempted murder in an organized group linked to a terrorist enterprise,” to be led by the country’s intelligence agency and judicial police, the Associated Press reports.”

“California Atty. Gen. Kamala Harris on Wednesday said that Philando Castile, who was shot and killed by a Minnesota police officer during a traffic stop last week, would be alive today had he been white.

Harris, a candidate for U.S. Senate, made the comment to Jake Tapper on CNN.

Tapper noted that Castile had been pulled over by police on 52 separate occasions before the shooting. Tapper asked Harris if she agreed with Minnesota Gov. Mark Dayton that Castile’s race factored into why he was shot.

“I think that there’s no question … that based on the facts as I know it that he would not be dead,” Harris said. “That officer perceived him differently.”

“Fresno police released the “body cam” footage Wednesday of officers who shot and killed an unarmed white 19-year-old, Dylan Noble, during a traffic stop last month.

Noble’s death has sparked outrage in the community, as well as an impromptu protest in which mourners carried signs reading “White Lives Matter,” a reference to the “Black Lives Matter” movement against alleged police racism. The Noble family believes the teenager was “murdered,” and is suing the city.

The video shows officers confronting Noble, guns drawn, as he sits in a pickup truck at a local gas station. Officers tell him to put both of his hands up, but Noble only puts one hand through the driver’s side window. Later, Noble emerges from the truck and is seen raising only one hand, ignoring demands to show both hands as he walks toward police. Two shots are heard, and he collapses in agony. Officers demand that he put both hands above his head, and he is shot two more times on the ground.”

Harris declined to answer stating as AG she was representing the CPUC as well as conducting a criminal investigation into the CPUC and the plant closure deal.

No answers, but plenty of platitudes and political evasion. And still now word about that ‘on-going’ criminal investigation at San Onofre Nuclear Plant. Why not?

Governor’s Delta smelt plan calls for more water flowing to sea to save extinct fish

“For the first time in years, Northern California’s rivers are roaring and its reservoirs are filled almost to the brim. So why isn’t more water being pumped to Southern California? The answer involves the ravaged status of three key fish species.

With Delta smelt numbers at all-time lows, state officials on Tuesday released a list of more than a dozen projects they’re hoping to undertake in the next few years in a last-ditch effort to stave off the fish’s extinction.

One of those plans is sure to be contentious. The “Delta Smelt Resiliency Strategy” released Tuesday by the California Natural Resources Agency calls for allowing between 85,000 and 200,000 acre-feet of extra water to wash out to sea this summer to bolster smelt habitat.


That’s no small amount: 200,000 acre-feet is equal to a quarter of Folsom Lake’s capacity, though not all the amount released would come from Folsom.

Federal dam operators say the state’s plans are a tad too ambitious.

“I would call that part a little bit strongly worded,” U.S. Bureau of Reclamation spokesman Shane Hunt said Monday after reviewing the state’s proposal. “We’re fairly confident we’ll get some water, but I don’t think we’ll get anywhere close to the top end of this range that’s in this document.”

The document calls for “a variety of methods” to achieve such large outflows, including buying water from willing sellers, changing how water is exported from the Delta or releasing water stored behind Central Valley dams. The plan also calls for 250,000 acre-feet to be released to the Pacific Ocean next summer.

Agricultural groups in the San Joaquin Valley have fretted for weeks about the first-ever summertime outflows to protect the smelt.


Last month, 15 members of Congress from California sent a letter urging the Obama administration to reject such a plan out of concern it would lead to Delta pumping restrictions that would “significantly reduce the water supply available to Californians.”

Hunt said his agency has no plans to cut water deliveries for now. Instead, he said his agency is working to buy water from contractors and perhaps to secure water stored for hydroelectricity. Mark Cowin, director of the state Department of Water Resources, said his agency also has no plans to purchase water or to cut deliveries to contractors in order to bolster this summer’s flows to benefit the smelt.”

BYRON — There’s only one place left on Earth where imperiled Delta smelt are thriving, where their water remains cold and clean.

In the wild, the fish is on the brink of extinction. This month, in their April trawl survey, state Fish and Wildlife scientists caught only one of the pinky-sized, politicized fish with an outsized role in California’s water wars, an alarming indication of just how few smelt are left. And the drought may inflict the final blow.
But here in this UC Davis-run hatchery, large tanks are filled with thousands of baby smelt — where, for now, they’ll stay, generation after generation — because the Delta’s warm, brackish and polluted water is too inhospitable.
The fate of this fish — wild or forever captive — throws into question the future of one of the world’s most contentious plumbing systems: the 700,000-acre Sacramento-San Joaquin River Delta, the nexus of water moving from the state’s north to south.

In the fourth year of a historic drought, biologists are issuing desperate pleas to devote Delta water for those few wild creatures that remain — not just Delta smelt, but also longfin smelt, Sacramento splittail, Sacramento perch, river lamprey, green sturgeon, Central Valley steelhead trout and spring and winter runs of chinook salmon. It’s not just about saving a single species, they say, but about saving a precious ecosystem.

But farmers say it’s time to concede the fish is a lost cause — and to supply more of the Delta’s water to help humans.
Amid the crisis, there’s this question: Do these cultured captive fish represent a new beginning in the wild, or an experiment in futility? The future of the Delta smelt — and its impact on California’s water supply — is the latest installment of this newspaper’s series “A State of Drought.”
The fish itself is unremarkable — short-lived, tiny and so translucent it’s almost invisible. It lacks the charisma of a bald eagle, grizzly bear or bison. Until now, it’s been durable, surviving millions of years through droughts far worse than this one. It was once the most abundant fish in the Delta.

This countdown toward extinction represents the failure of what was once the largest estuary between Patagonia and Alaska.

“The policy of the people of United States is not to let any species go extinct,” said fish biologist Peter Moyle, associate director of the Center for Watershed Sciences at UC Davis.

“But the situation is pretty grim,” he said. “And if it’s unfavorable for the smelt, it’s probably unfavorable for other species, as well.”

The fish exerts such force on the Delta’s waters that the U.S. Fish and Wildlife Service regulates how and when pumping can be done to protect it and other imperiled endangered species. Since the smelt is protected under the Endangered Species Act, a federal court order can — and has — reduced pumping to farmers and cities in Southern California. Yet this protection hasn’t been enough for a species that lives in the pipeline of California’s critical hydraulic system.”
